The dispute process differences that could cost you time and money

PayPal’s dispute process is the more formal of the two, built up over years as one of the biggest names in online payments. It runs through a dedicated Resolution Center, with clear steps for escalating a claim and appealing a decision if it doesn’t go your way.4

Venmo doesn’t have anything like PayPal’s Resolution Center. It suggests working things out directly with the seller first, but you can also file a dispute in your Venmo app.9 Even getting that far depends on a step earlier in the process: you have to mark the payment as Goods & Services before you send it, or you lose your protection before a dispute is even possible.3

Say you’re buying a used lamp from someone on Facebook Marketplace, and they’re shipping it to you. They ask you to send payment through Venmo, and when you go to tag it, they say, “Just send it as Friends & Family, it’s faster.” If the lamp never shows up, there’s no protection and no dispute to file, since the payment was never eligible to begin with.

Once you send the money, however you tagged it is how it stays, and neither app gives you a way to change that later.

Why doesn’t Venmo or PayPal cover Friends & Family payments?

Despite their differences, Venmo and PayPal share the same blind spot. Friends & Family and personal payments carry zero protection on either platform, no matter the circumstances.3,4

There’s a legal line that decides who’s responsible, and it comes down to whether you sent the money or someone else did:

  • Unauthorized transaction: Someone accesses your account without your permission and moves money out. Your bank or payment platform generally has to make you whole.

  • Authorized transaction: You send the money yourself, even if a scammer tricked you into thinking they were your bank or a legitimate seller. You typed it in, you hit send, and the law doesn’t require anyone to give it back.

This isn’t a Venmo or PayPal policy choice. It comes from the Electronic Fund Transfer Act (EFTA) and its implementing rule, Regulation E, and both apply the same way no matter which platform you used.10

Scammers know this gap exists, and it’s costing people real money.
